VDOT employees who see something like this can probably get to the document, but it may be a longer route than what they are used to.
TRB has transitioned many of its online publications to a new format through the National Academies Press (NAP). It is a slightly different user experience from the past, but publications like this are still available for free online viewing to VDOT employees/TRB sponsors.
To read this item online, you have two options:

That will take you to this "blurb" page http://www.trb.org/Main/Blurbs/168760.aspx where you can click on the blue "View this pdf" button. When you do you will see this new screen allowing you to "Download as a guest:"
