In a word, yes!

Libraries like ours share books and other sources through an amazing service called Interlibrary Loans (ILL). 

This is a great service to know about since online searches quickly help you locate the current Code of Virginia, but it may not be of much help for the edition from 30 years ago. 

If you are a VDOT patron and you have a citation to an item you need to get the full text of (Code of Virginia, Book, article, whatever!) you may use this ILL & Document Delivery Request Form to request it.

Book requests typically take 3-5 business days to fill, are shipped to us first, and then re-shipped to VDOT employees statewide. Articles usually take 1-5 business days to fill and are often sent electronically.
