In a word, Yes!
Books24x7 is accessible to all VDOT employees as long as they are logged in to the VDOT network. That includes employees logging in to the VDOT network using VDOT-issued devices and VPN (Virtual Private Network).
However, because Books24x7 utilizes a "Single Sign On" (SSO) mechanism to authenticate users, those users are recognized by their network login credentials, and network login via SSO can only be accomplished by authorized devices, not personal devices.
The good news is that you will no longer need a second user name and password for Books24x7 and instead you will be recognized by your current VDOT credentials and will never be prompted for Books24x7 credentials again.
The bad news is that due to the limits of SSO, Books24x7 is no longer accessible using your VDOT Virtual Library Card from home or a personal device.
