In a word, no. 

Any VDOT employee can browse or search the ICE Virtual Library and access any full-text resource in that database that is included in VDOT's subscription, without creating a user account or logging in to an account.  

However, creating an account and logging in unlocks some nifty end-user tools including: 

• Bookmarking items so you can return to them later. 
• Saving searches so you don't have to recreate them later.
• Signing up for alerts to be notified of new content.
