A VDOT employee who downloads a pay-per-view article from ScienceDirect is allowed to navigate back to that same article (using their ScienceDirect credentials) within 24 hours to download the article again.  

However, if the patron goes back to the same article the same way to download it after 24 hours have passed, VDOT will be charged for a second download. 

Why?

This condition is a part of the license that allows VDOT employees access to a vast quantity of articles from journals in ScienceDirect. While it is less convenient than the traditional form of access we have with other library subscriptions (for which we pay a flat annual fee to provide "unlimited" access), it is actually an affordable option.

The exception to this rule is "Open Access" articles in ScienceDirect, which the publisher now states is approaching 1 million articles.  Open Access articles are always freely acessible.
