In a word, yes!
The Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD) defines the standards used by road managers nationwide to install and maintain traffic control devices on streets, highways, pedestrian and bicycle facilities, and site roadways open to public travel. The MUTCD serves as a compilation of national standards for all traffic control devices, including road markings, highway signs, and traffic signals.
The MUTCD is published by the Federal Highway Administration (FHWA) under 23 Code of Federal Regulations (CFR), Part 655, Subpart F The current edition is publicly accessible in html and pdf formats. See this site for details: https://mutcd.fhwa.dot.gov/

The MUTCD, which has been administered by the FHWA since 1971, but a version was published as early as 1935. The library has hard copy editions (all editions, we believe) from 1948-2009. Editions of the MUTCD from 2003 forward are accessible in both electronic and hard copy formats.
